EQORIA Earth Consortium Legislation Committee is responsible for establishing and optimizing EQORIA Earth Constitution to declare EQORIA Universal Identity of EQORIA, United Citizens of Earth, to define and present the identity of EQORIA Earth Consortium, to define and present the identity of Earth Citizens, to create the Planetarian Singularity Infrastructure, to identify EQORIA Spaces and Infrastructure System and to establish guiding principles and identity of EQORIA Harmonism.
EQORIA Earth Consortium Legislation Committee constitutes several committee organs in order to establish and optimize the structure of the EQORIA Earth Constitution.
All committee members are experts on various fields related to Earth Resources and Earth Citizens which includes up to 9 million known Earth Species.

LEGISLATION SECRETARIAT
The Secretariat carries out the substantive and administrative work of the EQORIA Earth Constitution as directed by the EQORIA High Council General Assembly, the Earth Consortium Councils, and Committees, and the other organs. At its head is the Legislation Secretary, who provides overall administrative guidance. The main functions of the Secretariat are:
To gather and prepare background information on various issues so that Earth Consortium members, committee members, or delegates can study the facts, make recommendations, and create solutions;
To help carry out the decisions made by the different organs of the EQORIA Earth Consortium;
To organize global conferences;
To translate speeches and distribute documents into other languages;
To keep the Eqorians informed about the work of the EQORIA, United Citizens of Earth.
LIFE CONSORTIUM LEGISLATION COMMITTEE
EQORIA Life is the ownerless Life created by Earth and Earth Citizens. The legislation committee identifies the activities for EQORIA citizens to experience life in harmony. Experiencing life includes activities that will allow citizens to observe, sense, understand, respect, and celebrate all the changes created by the forces of Earth Resources and Earth Citizens.
An Iceberg which is a cryosphere Earth Resource will be represented by an Iceberg Expert in the committee. Any Earth Citizen and Earth Resource that is in harmony relationship with the Cryosphere structures like an Iceberg will be within the responsibility of the Iceberg Expert. For instance; An Iceberg Expert will provide sections in the articles of the Earth Constitution to ensure life on Ice is protected, the Cryosphere is protected, and harmonized.

EQORIA Knowledge is the ownerless and empirical Knowledge created by the Universe and Harvested by Conscious Humans. The legislation committee identifies the activities for EQORIA citizens to experience empirical knowledge of universal harmony. Experiencing Knowledge includes activities that will allow citizens to consume the empirical knowledge of Earth Resources and Earth Citizens that will enable EQORIA Technologies Spaces to create intelligent Earth Resources also known as Technology, to raise the level of collective consciousness to become the Planetarian Singularity.

The legislation committee identifies the activities for EQORIA citizens to consume and create EQORIA Resources to exchange consciousness. The committee is responsible for determining the identifications, limitations, structures, harmony relationships, technology relationships, and the Earth Citizen Relationships to Earth Resources with maximum respect to the planet. All EQORIA Resources are united with an infrastructure that will become the intelligent Earth Resources known as technologies to harmonize Time and the Planetarian Singularity. The committee will ensure that the necessary legislation to harmonize all Earth Resources are in place.
For example; From changes in the climate in the Atmosphere to changes in the forestation and natural habitats of Earth Species in the Biosphere, from landslides caused by many human factors in the Lithosphere to illegal trawling causing marine habitat to go extinct in the Hydrosphere; many Earth problems will be harmonized by the subject matter experts.
